Savas Mahsereci was born in Gaziantep in 1956, completed his primary, secondary, and high school education in Gaziantep. After graduating from the Department of Mathematical Engineering at Karadeniz Technical University, he obtained a Master's degree in Business Administration from Istanbul University.

He began his professional career as a Production Engineer and General Manager at Ünal Sentetik Dokuma A.Ş. After serving as General Manager of AKTEKS A.Ş. for ten years, he spent five years as Group Manager at MERİNOS A.Ş.. In 2005, he founded MTM PLASTIK GERI DONUSUM in partnership with his children, where he continues to work in the field of plastic recycling and packaging.

Due to his sensitivity to social issues, he has always taken an active role in non-governmental organizations. He is a founding member of the Board of Directors of GOSİAD (Gaziantep Organized Industrial Zone Businessmen's Association) and has been serving as President since 2013. His additional roles include Membership in the GAOSB (Gaziantep Organized Industrial Zone) Entrepreneurial Committee, Board Member, and Auditor, as well as Founding Member of TEKNOKENT, established in collaboration with Hasan Kalyoncu University and Gaziantep Organized Industrial Zone, where he served as President from 2014 to 2024. He has also been a member of PAGEV for twelve years and has served on its Advisory Board for six years, is a member of PAGDER, and represents Gaziantep in the TOBB Waste Evaluation and Recycling Council, as well as being a member of the Gaziantep City Council.

He is married and he has three children.
